The study was conducted to identify the staffing pattern of the local government units (LGUs) in the municipalities and two cities in Ilocos Sur. Through the use of the descriptive method of research, it also determined the problems encountered by graduates seeking employment. Female employees outnumber their male counterparts; most of the respondents were maried; there was no preferred baccalaureate degree; provincial SUC's dominate the employment opportunities at LGUs; there were highly wired plantilla positions; and there was great possibility of lengthy employment. By correlation, it conhaded that the appropriateness of degree earned influenced employment in LGUs; length of holding certain positions; and career movement. Poblems seeking employment
were personal in nature, the lack of self-confidence and low grades. Based on the findings, the following recommendations were formulated: LGU employees should maintain high morale, work attitudes and commitment; college graduates should consider LGU employment; private administration/s and colleges should motivate their graduates for LGU employment; SUCs should rally their curricular offerings to LGU needs; also a further study on the possibility of offering a baccalaureate degree in public administration should be conducted. A follow-up study on the staff/human resource partners of other hustles should also be made.
