Abstract

Background/Rationale
• In Ilocos Sur and Abra, there is no Law school.
• Tuition fees of law schools in Metro Manila are prohibitive.
• Yet, there arc many among our youths, students, or employees in the province raring to be lawyers but cannot become one for lack of a law school in the locality.
